Nice Treaty

   The Treaty of Nice (adopted at the Nice European Council by member states of the European Union, EU) came into force in February 2003. It was intended to reform the institutional structure of the EU to enable it to cope more effectively with enlargement. In the event, there was agreement on the admission of new members (mainly from Central and Eastern Europe) and a commitment to develop EU activity in the field of citizens’ rights and the Common Foreign and Security Policy (the establishment of a Rapid Reaction Force). There was also some re-weighting of votes in the Council of Ministers and movement to Qualified Majority Voting (QMV) in some 23 policy areas. At Nice, the major governments won the major arguments, for – confounding earlier hopes – the summiteers seemed more concerned with national interests than the cause of integration. Failure to resolve some of the issues on the reform agenda (and to deal with the question of incorporation of the Charter of Fundamental Rights) led to the decision at Nice to establish a European Convention to prepare for a new intergovernmental conference (IGC) in 2004.
